With his one (pointer) finger he is indicating:
a) The number of Republicans that might vote for the bill
b) The number of "bathroom business" he really needs to complete...thus his pursed facial
features
c) He is actually singing the children's gospel favorite "This Little Light of Mine" He is coming to the part that goes: "all around the working poor...I'm going to let it shine!"
